  2. In a small mixing bowl, combine minced garlic, finely sliced Thai chilies, fresh lime juice, fish sauce, soy sauce, sugar, and broth. Whisk until well blended.
  3. Carefully pour the prepared lime-garlic sauce over the fish fillets, ensuring they are evenly coated.
  4. Set up your steamer with water, bringing it to a gentle simmer. Place the dish with the fish inside the steamer, cover, and steam for 10-12 minutes.
